French Militia Infantry

Hi, I've been looking for this issue in the forums but couldn't find it anywhere.

When the french militia moves and fires, they round up or down?
Because here  it says they round up, but here it says they round down.

Do they retreat 3 hexes per flag, or just 1?
Because in both links above it says they retreat 3 hexes, but in the national references cards, in the "notes" section it doesn't say they retreat 3 hexes (the militia of other factions specifies this).

the general rule is that the French round up

this is an inconsistency in the rules, because it would be sensible if Militia universally rounded down.
similarly if Grenadiers universally got +1 Ranged combat die.

end of the day, the unit chart is supposedto be correct.
