Elan Reshuffle

I'm just watching the logfile of the recent MT16 Tournament game below:
Round 4: 510 Möckern - French Right (16 October 1813)
MichalK (Allies) - 10 banners (32 blocks lost)
sansmerci (French) - 8 banners (42 blocks lost)
After play of an Elan card, they reshuffled before drawing tactics cards. My understanding was that you first draw CC's and TC's BEFORE, and only then reshuffle both decks. That's the way we've been playing it anyhow. Which way is correct?

And a second Q from the same game. The French Lancers attacked an artillery unit and rolled two flags. Russian plays the "Hold the Line" card and ignores both flags. However, does the Lancer not still get to re-roll those two dice for extra kills/flags? Presumably, should have done so immediately, before the Russian played the "Hold the Line" card?

the re-rolls should happen first, but like me, I suspect they forget Lancers re-roll flags
