Baseline or lateral edges movement - the rule needs some clarification

Hi! How one should interpret "unit may not move off the battlefield’s baseline or lateral edges, unless explicitly allowed by the scenario’s battle notes."

Does it mean that normally units on baseline or lateral edges can not leave these "edgy" hexes at all (except, when using "Call forward reserves" card), that they may only shoot or melee when enemy advances close enough...

OR

...does it mean, that unit/leader may not move off the board from baseline and lateral edges? (I interpret this rule in this way when I play as it seems more logical.)

This rule means that if a baseline unit rolls a flag it cannot move off the baseline / board or edge but must loose a block foe each flag.

In some scenarios units can leave the board, normally to gain a medal / banner if it is the opponent's baseline or if they are ordered to retreat / mpve off the board. These are scenario-specific rules.

Some scenarios may allow retreat off the board such in Grant's Attack at Long Island where the Americans can retreat over Gowanus Creek. If such "retreat off board" rules are not stated in the scenario then stand & fight to the death is the only option left. The exception is generals who if not destroyed when on the baseline can flee off the field.
