A simple question about commands cards

Hi all, i'm a newbye about CCN.

In my first plays I have'nt found answers to this doubts in the game rules...
- In my turn, can I decide to not play a card and simply pass my game turn?

- Furthermore, in my turn may I decide to play a card  simply discarding it, I means without applying its effect and giving no orders to my unities?

This may be helpful in some conditions of play, when for example I prefer to keep a defensive  position and wait for enemy moves..

you must play a card, but need take no actions with it.
