Interrogation about Tactician Cards

Hi everyone,
Maybe the answer was posted a couple of years before but I prefer to ask the question here :
Last Thursday, wev' been playing with my friend Guillaume "Borodino's Butcher" Vimeiro in Epic scale.
He first played a 'Leader orders a Fall Back" and then with the same Leader tried to play a "Hold the Line Leader" on another unit.
In my point of view, the Leader was using 2 Tactician cards in the same turn. So, the second one can't be played.
Your opinion, Gentlemen ?

• A player may play as many Tactician cards during a turn as desired, but only one card may be played on any given lone Leader, unit with an attached Leader or unit during a turn.

so I see he has played Fall Back Leader card on a unit with an attached leader

Hold the Line Leader
Play this card after opponent rolls his combat dice. A unit in an adjacent hex to a friendly LEADER, or a unit with an attached LEADER may ignore all flags.

if the unit that it is played upon is not the unit with the leader, that seems ok to me

 

I'm confused and understand now. I didn't read well the rule that has no interpretation. Now, it's clear. Thanks a lot.
