Just came across this handy list. Thanks Mark. Unfortunately all those links to the individual cards are broken.

Two things:
1. I think artillery combat bonus is for an ordered unit, so phasing player only.
2. Leader Unit Reform is stipulated to be played before ordering units. I have always assumed this meant that it had to played after the command card was declared.

Regarding point 2. On reflection I guess the card’s explicit instructions allow it to be played before the command card, informing the decision as to which command card to play, or after, useful in case of Elan or perhaps Rally, when it is known how many orders of each unit type are available.

When you refer to "At turn start" I take it you mean before any combats have been announced.

I've edited the links, which seems to have fixed them, at least on a sample

1. Yes, only ordered artillery
2. Differing approaches to this, and I have used this Tactician card prior to Command card play to see if the unit reforms sufficiently to make the Command card worthwhile.

In Phase 1, when playing a Command card, prior toordering units
