For each Command card you have, including this card, roll one die. For each unit type rolled, one unit of the appropriate type is rallied (replace a block in a under strength unit). Rallied units are ordered and may move and battle. For each Leader symbol rolled, one unit block of any type is rallied.
OR use one Leader symbol rolled and a new Leader steps forward from the ranks. Place a new Leader block with a unit that just received one or more rallied blocks.

Q: When a new leader is placed into a unit that regained blocks from a rally card, can it be placed into a unit that already has an attached leader.
A: No, two leaders cannot be with the same unit.
