I spent some time setting up until I realised I do not have enough Terrain tiles to make up he map as depicted just draw the outline of the mount and the palisade as reminder the Terrain inside them.
 
You're right, in this scenario, the "Playable with Base Game" tag is intended more as a count of units than terrain.
The proxy solutions you proposed (or Mark's alternative) should work as well.

For the purposes of MT56, treat the ramparts as ramparts, and the Camps as camps. Ignore the special rule.
