I don't think there is a formal definition of 'weakened' in the rules, though I've always understood it to mean a unit that has lost figures but is not eliminated. Soldier unit is defined by the charts.

Applies only to Physician and Stretcher Bearer Combat cards I think.

Thank you Mark. It is the Stretcher Bearer card that has prompted this question. Clearly a weakened unit will have suffered casualties, but the big question is how many will cause it to be 'weakened'? I'm new to the C&C system, but I've been playing wargames of various types for more years than I care to remember. Consequently I feel that being able to remove a unit that has lost just one miniature with this card us a bit extreme. In the absence of a rule for this I'm tempted to allow this card to onlybe effective upon a unit with just one miniature left.

Any thoughts?

General rule of thumb with C&C games is read the rules literally.
So despite your feelings, my sense is that the rule means any soldier unit with 1 or more figures removed.

The removed unit doesn't count as a banner, so removing weakened enemy can be detrimental to achieving victory. Making it only 1 figure units would pretty much preclude playing it against enemy units in my view.

Obviously you can house rule it as you like, but in a general interpretation, I think weakened means anything less than full strength.
