New to TOI, overlay question

Good day.

I am new to TOI and I have not played it yet. I have just obtained a copy of TOI from a Half-Priced Books store . The game is in a good used condition IMO but the box is not. I have reviewed the components list and the game is complete except for the map overlays (according to the component list). In the game I purchased, there are 23 overlays, but the component list states there are 28. I did look online for any comments and there are some replies to a post that has since been deleted on BGG. The implication is that there are only 23 overlays. Can anyone confirm?

As reported in the FAQ (see attached download link):

Rulebook Errata
On page 3, the Component List states that there are 28 map overlay pieces included with the game. The correct number of map overlay pieces in the original printing of the game is 23.

Welcome to ToI!

This game is fantastic! I've had many hours of fun playing with friends, and playing solo. I've mostly played with the physical game (I own all expansions, and have printed-out all supplemental materials and player-created scenarios as of about a year ago), but recently I've also been able to play virtually with a friend on Vassal.

It's extremely unfortunate that FFG and/or 1A aren't currently supporting this gaming system, but at least we have this excellent site Alessandro has put together, as well as a semi-active Facebook group.

I too prefer the physical game but I've developed the Vassal module to ease setup/deploy process and speed up games.
I've also included a "Solo system" in it!

With a databese counting more than 300 scenarios (and growing) i'ts really sad that FFG abandoned this great project!
