VASSAL module command deck options

What do the three available options refer to?
1. old 70 command cards
2. new 75 command cards
3. new 90 command cards

If one is NOT using the tactician cards, can he still use the new decks, or is he limited to the old deck?
If one IS using the tactician cards, does he have to use one of the new decks?

there is no written limits, but I would strongly advise using either
1. The old blur Command deck by itself
2. The new Green Command deck (75 or 90 cards) with the Tactician cards

Mainly this is about First Strike, since that card is not in the Green Deck.
