The wording here is ambiguous. Although in the Rules (Page 19) it is not. This card allows to order up to 5 units. The Lone leader and the surrounding ones.
Only the leader needs to be in the Right section when ordered, the ordered units can extend outside the Right section, and no ordered unit is required to remain in the Right section, they move as desired (within the rules)
