CALL FORWARD RESERVES and REFORM cards rules

Hi! Could somebody clear the rules for these two cards.

Does forward reserve card just "teleports" baseline unit to a leader/near leader hex or it may move if the target hex is in its normal movement range. What to do with a card if a player does not have a baseline unit?

There is also some ambiguity about REFORM card. "A flag or unit symbol rallies one block..." Must unit symbol match the unit type?

Please enlighten me if someone knows the answer

My understanding, based on the equivalent cards in C&C Napoleonics is;
1. The unit teleports
2. The unit symbol must match
