Can you target an enemy unit with reserve artillery if you have a unit adjacent to it, therefore potentially exposing your own unit to friendly fire?

I know of no rule against it, and I have certainly done so. I think I've even hit my own troops.

Definitely you can hit your units with reserve artillery - there is no rule against it and it is historically accurate.
