Core game

Hi,
the following text makes me confused :
[core game - P.18 ]
"Note: Rolling a HQ symbol during other times during play, other than in combat will not gain HQ tokens for a player or rolling a HQ symbol, when targeting wire terrain for example, will not gain a HQ token when rolled."

Does it mean that during my turn :
- the reserve artillery is ordered (and attack first).
- I resolve the shell against a hex with a soldier unit & wire => a rolling HQ symbol gain a HQ token.
- I resolve the shell against a hex with wire only => a rolling HQ symbol not gain a HQ token

Thank you for your help, the rules are clear but this text confused me....
