I can not find what the washers that are on the sprues are for.
Does anyone know?

Marvin,

Those are for Fatigue, Morale, and Honor in the AoT game.

The grey circles are to mark fatigue when a unit does something like climb a hill. The red markers are for marking morale for things like losing a figure in the unit. The black circles are for marking honor when a unit eliminates another unit, usually gives it +1 attack.

These markers go on the tip of the flag at the top. Hope that helps.

I hate removing figures so I glued them to the base. On the big sashimo for Art of Tactics I use them to mark hits. Benifit is my cavlary has only 2 figures. Leaders are still seperate to allow movement between units. Spent too long painting all these to take them off. Plus it protects them. Play some huge Napoleonic games and try sorting all your units back together and you will see why I love permanant movment trays. Foot are 5 figures large. For the Imjin War my Koreans will be 4 figures per unit. Only because the box lends to that size unit.
