Does Guerrilla token cancel Tactician cards?
Q1. If the French player plays a Command card plus a Tactician card, and the Command card is cancelled.. what happens to the Tactician card?
A: The timing of just when the Spanish player must try to cancel orders is key factor when answering these questions.
“The Spanish player may elect to spend one Guerrilla Action counter to stop all French orders from being issued on any given French turn, after the French player plays a Command card, but before the French player’s order phase.”
Question #1
Because the Guerrilla Action attempt to cancel the Command card is before ordering any units… and the Tactician cards deal with order units, which are I believe the Tactician cards being question, well these cards would actually not even have to be played yet.
"If the attempt to stop the Guerrilla action is not successful, the French player’s Command card is discarded and no orders are issued. The French player draws a new Command card, which ends his turn.”
Q2. If the French play a Command card that allows a Tactician card draw, and the Command card is cancelled, is the Tactician card draw also cancelled.
Q3. If Elan is cancelled the reshuffle still occurs. Do the French and/or Spanish still draw Tactician cards?

When the Guerrilla Action is successful, the only affect is that no orders are issued, other command card actions, basically end of turn actions, are still completed as normal.
