British artillery only consisted of two 3 pounders so units should
only have 1 block for each battery.


You mean, the block number is 1 or the ART battles like a Foot Artillery with 1 block?
Or the block number is 3 AND the FA battles like a Foot Artillery with 1 block (because of the 3pounder cannons).

That is important different, because if the ART have also only 1 block strength, one hit is enough to destroy it ;)

Each Artillery unit has only 1 block and battles accordingly. And yes, one hit is enough to destroy it.

In the historical battle Tarleton only had two 3 pounder cannons, which he placed apart from each other much like they are in the scenario. So, it wouldn't have taken much effort to silence those guns from some pretty clever snipers. ;-)

do these Artillery count as Victory banners when destroyed?

I'm aware the sharpshooters (2 blocks) do not count as Victory banners.
