Scout Command card played from a Corps Commander's hand

I would like an officilal answer about a Corps Commander who plays a Scout Command card from his own hand. The benefit seems is not for himself, only for the CIC. (im playing this mode)
The rules:
"When one or more Scout Command card(s) are played on a turn, the CIC will draw two cards instead of one, choose one card to keep for his hand and discard the other card."

Not sure what the question is..  the rules are specific, if a Corps Commander plays a Scout card, the CIC draws 2 cards and chooses one. The Corps Commander draws just 1 card.

If you feel that it should be reversed, the CIC gets to choose only if the CIC plays the Scout card, otherwise the Corps Commander get to choose from two Command cards, I can pretty much guarantee Richard's answer will be "it is your game and you can play as you see fit."

My view is that it done this way to prevent too much Command deck churn, for example, both the CIC and Corps Commander playing Scout cards, each drawing 2 cards and choosing one. I think it is a deliberate phrasing.

It also maintains the simplicity that Grand Battle 2nd Edition card handling rules seem to be aiming for.

Additionally, if the Corps Commanders are given the Scout benefit, then some scenarios (Spanish and Time Pressure Objective ones) will incur a further end-turn back and forth between the CiC and CCs, when a CC plays a Scout card.
