Rally

Two questions:
1) May a unit squared up be rallied?

2) Number of blocks that can be rallied
The card says
"A unit may not gain more blocks than originally had."
Does "originally" mean in the moment the rally card is played or at unit full strenght?
For example, a french line INF with 1 block...can gain till 3 more blocks or only one more block ?

1)  Yes, and leave square if no cavalry adjacent

2) Full strength.. there are a very small number of scenario exceptions that sets "full strength" at lower than normal full strength. In your example, a French LN unit with 1 block could rally 3 blocks to achieve 4 block full strength.
