An opponent today stated that this card can be used to order and move up to 4 infantry units two hexes even if they do not battle in melee. Is this right? Thanks

Battle (melee or range fire) is always voluntary

If you read the rulebook, you will find this sentence:
A unit that is ordered does not have to battle, even when adjacent to an enemy unit.

I am aware of this rule, thanks. My question should have been clearer, sorry. In our game the infantry units moved 2 hexes away from the enemy. Is that still right ? I have my doubts because the card is called bayonet charge and in fact a retreat took place. Thank you for your help.

There is no requirement for infantry units to advance when Bayonet Charge is played. You could use it to retreat (advance to the rear!) four infantry units if you wanted to.
