This Victory Banner Explanations change or perhaps just clarification caught my eye:

Note - When a unit occupies the hex and is ordered and the unit moves off the hex, the banner is not lost if another unit is ordered and it moves onto the hex during the same turn.

I am going to assume that it applies to all the Victory Banner definitions that depend on occupation of a hex by unit, as that seems to be the clear intention. In that regard, it should apply to all scenarios by default (in my opinion), whether or not they use the official Victory Banner categories.

I interpret the concession to apply strictly during the MOVEMENT phase, otherwise tracking this could be a nuisance (i.e. cavalry bonus combat, retreats and Tactician Card play should not count).

Anyone else have a view or concerned enough to ask Richard Borg to making a ruling?

A clarification might be needed here, since the Notes don't make much sense;

Temporary Victory Banner Objective HexThe Victory Banner in this objective hex is gained immediately when the appropriate side occupies the hex. The Victory Banner is held only as long as a unit of the appropriate side holds the hex. If the unit vacates the hex for any reason (movement, retreat or elimination) during its own turn or during the opponent’s turn, the Victory Banner is immediately lost and placed back in play in its original position on the objective hex.
Note - When a unit occupies the hex and is ordered and the unit moves off the hex, the banner is not lost if another unit is ordered and it moves onto the hex during the same turn.

MM comment > why is the note required when the Victory Banner is gained immediately? It could be lost immediately and gained immediately in a movement phase.

Temporary Victory Banner Objective Hex (Turn Start)The Victory Banner in this objective hex is gained when a unit of the appropriate side occupies the hex at the start of its turn. If the unit vacates the hex for any reason (movement, retreat or elimination) during its own turn or during the opponent’s turn, the Victory Banner is immediately lost and placed back in play in its original position on the objective hex.
Note - However when a unit occupies the hex and is ordered and the unit moves off the hex, the banner is not lost if another unit is ordered and it moves onto the hex during the same turn.

MM comment > what I understand here is that Turn Start Victory banners are maintained until the end of the movement phase, and assessment is undertaken then prior to battle phase.
Within the literal meaning of the note is the potential for the Turn Start Victory Banner to be maintained until the end of the turn, even if it impossible that the banner would be maintained.
So my question here is if the final Victory Banner was scored during the combat phase prior to the end of the turn, would the Temporary Victory Banner Objective Hex (Turn Start) still be scored?

In terms of presenting a viable solution that fulfiils the intent (as I understand it) of the Turn Start Victory Banner note I suggest this;


When a unit vacates a Turn Start Objective Hex, place a banner marker on the hex. If the objective hex is occupied by another friendly unit during the same Movement Phase, the Turn Start Objective Hex is not lost. Otherwise, the Victory Banner is lost, remove the Victory Banner from the map.

I notice that the note applies only to single Object Hexes, and any Group or Majority Turn Start Victory banners would be lost immediately. Unclear if that was the intent or not, but a similar principle could apply where the Victory Banner is temporaily placed on map and whether it is lost or not is assessed at movement end.
