Presumably a card played by the French but not actioned due to an unsuccessful guerilla role, can still be counter-attacked by the Spanish?

Yes.

By the rules the card was played and the actions from it cancelled, and Counter-attack copies the last card played by your opponent.

I thought that Richard told the opposite on BGG and ComSimWorld...

So the argument is that as the order was cancelled, there is no order to counter-attack?

When a Guerilla Action cancels a French player's Command card, the Command card is treated as a card that issues no orders. Some points therefore to consider are:

The Spanish player should not play a Counter-attack card on his next turn because the opponent's Command card just played issued no orders.

When a Guerilla Action cancels a French player's Elan Command card, the reshuffle of the Command card deck and discard pile still takes place because reshuffle has nothing to do with cancelation of orders.

The Rally Command card wording could cause some concern, however, a successful Guerilla Action will cancel the rally dice roll and the ordering of any units.

Again the important point is that a successful Guerilla Action cancels the orders on a Command card.

In the case of the spanish player plays a Counter-Attack after a successful Guerilla action, I think that is the 1st card not cancelled by the Guerilla and played by the french that is counterattacked.
Maybe, that is not possible to play CA after successful Guerilla action...

Additional question:

After cancel a played "Scout" card, can
the player still pick up 2 cards and choose one between them two?

Still waiting for a official answer, because on BGG are different minds about this ;)
I will update/link to the official answer, after we got it :)

Hi guys,
here we come with the official answer from Mr Borg.

(RB) We play that a Scout card canceled by Spanish Guerillas will cancel issue an order to 1 unit or leader and will also cancel the draw two, choose one and discard the other portion of the card. The French player should only draw a single Command card.

Will update FAQ section soon.
Bye
