Garrison ordered the turn it is created

A question has aarisen about whether garrisons are ordered (and can battle) in the turn they  are created.

The question hasa arisen before

the situation is a unit leaves a town and leaves a garrison behind in the Movement Phase. Is the garrison ordered because it is created from an ordered unit, or can it only be ordered in the turns after it is created.

I'm inclined to the latter reasoning, but it is not clear. What do others think?

With my (nonexistent) lawyer’s hat I would agree with you that the garrison is not ordered since it didn’t exist at the time that units were ordered.

And in fact the Exp #5 rules reproduced with the newer modules state that a garrison may not battle the turn it is placed.

Well spotted.. I'll update that on the site..  interesting it isn't included in blue in the 2023 rules..

A Garrison block will battle with 1 die. Command and Tactician
cards, however, can modify its battle dice. A Garrison block may
not battle the turn it is placed.
