Leader Melee combat bonus was created by Waterloo-Simon
May I clarify, we have always assumed that the above tactics card can only be used with an ordered unit and NOT for a defensive unit when fighting back.  Is that correct or can it be used by the defensive player?

the card says EXACTLY that

only ordered infantry can use the Tactician card
