A bit of errata/advice from Mr Borg regarding the interaction of Elan and the Guerrilla Marker.
The re-shuffle occurs even though the rest of the card is cancelled.

I would like to ask one minor question. When does reshuffle take place?
Before taking missing card (reshuffling right after played the Elan card) or after whole turn (after finishing whole turn and taking replacing cad into hand)?

Reshuffle before drawing card is right, so its possible, to draw the Elan card immediately again :)

Alessandro will add this to the Command Card FAQ asap :)

Is there a ruling on what happens if the Elán card is discarded when choosing between two cards resulting from a Scout card play. I would assume that the reshuffle takes place anyway, as it does when the Guerilla Marker is used, but it seems unspoken.

The problem is without a reshuffle, the Command Deck can exhaust.

The Special command Card rules only apply if they are played as "order" card in Phase 1 - Play a Command Card.
Phase 5 - End of Turn & End Game:
If the draw deck runs out of cards, shuffle the discards to form
a new draw deck. A new draw deck is also formed after the play
of the Élan Command card. The discards are shuffled back with
the draw deck to form a new draw deck.

The "Play" means playing in order phase. Don´t keep the Elan card after a Scout does not mean played, it´s only Discard/not used!

And if the deck exhaust, then the deck is reshuffled after last card from drawing deck is drawn.
Same happens, if the Elan would be the last card in deck or the player, who have the card, don´t play it and the deck runs out :)
I don´t see here any problems.

The different to the Guerrilla Marker rule is,
that the GM cancels a command card which is played in the "Phase 1 - Play Command Card" and therefore the command Card special rules was activated.

If you choose only one card and discard the other because of "Scouting", you didn´t "activated" the discarding card in Phase 1.

Assault Command cards allow you to order a number of units equal to your side’s “Command.” The Élan and Rally Command cards allow you to roll dice equal to your side’s “Command.”A player’s Command is equal to the number of Command cards in a player’s hand including the Command card just played. Note that each unit going into square immediately reduces that side’s Command by one as one card is randomly removed from the player’s hand and placed on the Infantry in Square Track. Any in-square unit that comes out of square or is eliminated immediately increases Command by one as that card is returned to the player’s hand.
