Can anyone provide me with an official answer as to why there are no Austrian Leaders in this scenario? i.e. Is this a publishing mistake ?
Expansion 5 retrofits Tactician Cards to the Austrian player,but without Leaders, he or she cannot take full advantage of the Tactician Deck.So how can
this work?

i doubt it was an oversit at the time of publication, but now with the new rules and expansion, think it should be looked at. wonder if the balance remains the same with new expansion. since so many tactics cards provide leader benefits. I would suspect balance will be altered now.

Just out of interest, i've play tested the scenario with the Expansion 5 goodies ,and it plays really well. In my opinion.

This scenario has indeed no austrian leaders (checked it, as the austrian was published), and added the right notes to the scenario site here

but still not to the FAQ (will fetch it asap).

The thoughts behind this setup could only be answered by the scenario designer itself (this must not be Richard itself, it can be also one guy of his designers staff).

Not every official scenario is created by Richard itself, he gives only his bless to the final scenarios

But you are right, a scenario without leaders makes nearly 50% of the tactician cards useless, if you play with the new decks.

As i said,
i checked the missing leaders already a few years ago with Richard, and in this scenario,
the Austrians have no Leaders!
And finally i added this to the FAQ also (forgot it back in the days)
