I'd say no.
Card intends frendly or enemy units only.

If you want to win the fight, say - "I believe!"

I agree. This is one of the cases when leaders not being units makes the rules clearer.

Short Supply says Unit.

P6 of the rules states A Leader is not a Unit.

A straightforward no to Leaders being Short Supplied.

Here you can find an answer directly from GMT GAMES (Mr Tony Curtis)

No. Card specifies moving one units, and by definition, leaders are not units.

Added FAQ in the relative "Card" Page.

Had a debate about the word "entered" last night - was playing Coa and the french tried to Short Supply my LI into the single corner square behind the river claiming it could be "Entered" from the edge - as you can imagine i wasn't happy with this definition, but would welcome neutral clarification.

Thanks

Interested question, the pure rules dont prevent this "teleport".
But i forwarded the question to Richard Borg,
after his answer, we will update the FAQ then ;)

And here the answer from Richard:

Q: Can i short supply a unit onto a board hex, which cut off the player then from further battle?

(RB) Yes
If this is the only hex available, a unit could be cut off as you put it.

The key words are "If this is the only hex available" so this is not a tactic of first choice for your opponent.

Martin, sure, but we speaking about River Coa and Medellin

Look onto scenario picture: If the french short supply a allies unit on there right,
they have only 1 open ground on board edge, and this one cut off then the unit, because its behind the impassable river ;)

Also on Medellin, if the Allies player short supply a french on the french left. All board edge hexes there are all behind the impassable river, and cut off also the unit then ;)

Remember, the short supply must be first row on board edge, except, all hexes on this row are impassable or occupied by other units.

But in the 2 cases above, there are legal open ground hexes on first board edge row, which can entered. Indifferent, if they are behind the impassable rivers then and the units are cut off then.
Therefore the player must choose one of this hexes ;)
