Leaders of Honor was created by Mark-McG
I suppose it will be by scenario, but there are some names that will almost certainly always be leaders of honor.
To qualify, the leader has to be on the mapboard on at least 1 occasion.

French
Napoleon, Davout, Massena, Lannes, Ney, Murat, Grouchy, Eugene, MacDonald, Soult, Poniatowski, Suchet, Victor

British
Wellington (Wellesley), Hill, Picton, Moore?

Portuguese
Beresford

Spanish
Blake, Cuesta, Castanos

Russian
Kutusov, Bagration, Bennigsen

Austrian
Charles, John, Schwartzenberg

Prussia
Blucher, Yorck, Bulow, Kleist

Not sure all of these actually appear on the field in a battle
Any other suggestions?

Not sure whether they have appeared or not but St Cyr & Scharnhorst come to mind.
Will a leader of honour be one of superior capability? That may cut down the list. For example Bernadotte who rather than inspiring was overly cautious.

the only known effect of Leaders of Honor is an extra unit ordered on the Take Command card
