A: Yes, if a Lore is rolled, the Creature dies (no Critical Hit needed).

A: It provides an extra attack (played "alongside", not "in lieu").

Q: Can you target any unit or does only an activated unit use the fireball?

A: "Fireball" is played alongside a command card. Like all Lore cards of this type, they are resolved at the beginning of a player's turn before any unit is ordered. Therefore the answer is yes, any enemy unit can be targeted.
