Target must land on a vacant hex.
If the target is one of your units, it is ordered but it may not move after landing.

Do Portal'd archer units incur a Movement penalty to fire? (FAQ) 2006-12-14 18:25:10

Q: If I were to use this lore card on an archer unit would I lose 1 battle dice for moving before firing?

A: No. The action of the card is done in the Command phase, not in the movement phase. If one of your range weapon units is the target of the Lore card, the Portal action does not count as movement. So the archer still fires with 2 dice.

Questions regarding the unit ordered by “Portal” (FAQ) 2006-12-18 19:54:54

I use Portal on a unit on my Left Flank.

Q: Must I now use only a Command Card that could apply to the unit that I Portal'd?

A: No, there is no such restriction.

Q: Does the Portal'd unit count against the number of units I am allowed to order (from my Command Card) this turn?

A: The unit Portal'd is an extra ordered unit, over and above those ordered by your Command card.

Can “Portal” be used to move a unit onto impassable terrain? (C/Q) 2007-05-01 19:53:59

Q: Can this card be used to place a unit in a forest, on a hill, or in a waterway? And if you could move a unit into a waterway, what would be the effect on it? Drowning? Would you lose the whole unit?

A: A vacant hex is any (non-impassable) hex that is currently unoccupied by a unit. So yes, you could portal a unit onto a forest or a hill. But you could not portal a unit on a impassable waterway (though you could portal the unit on a unoccupied bridge or ford).

May units portal’d onto a landmark battle that same turn? (C/Q) 2007-06-04 01:26:21

Q: May a unit portaled onto a landmark that restricts units from moving onto them and battling on the same turn still battle later in that turn?

A: Yes, the unit may battle because Portal is not a Move per se.

Can “Portal” be used to “move” cavalry for a Pursuit action? (C/Q) 2007-12-02 22:06:49

Q: My cavalry wins the right to do a Pursuit. Can I use the portal so that de portal'd unit can battle on the otherside of the board?

A: No. The Portal card is played alongside your Command card, before the Combat phase. You cannot cast a Portal during one of the Combat phase itself.

May “Portal” be played alongside “Foot Onslaught”? (C/Q) 2008-06-07 00:30:23

Q: Can Portal be played alongside Foot Onslaught in order to place a foot unit in such a manner as to be a link in a chain of foot units which are then ordered by Foot Onslaught? And if so, must that recently portaled unit be also ordered by the command card (and also, then be allowed to move)?

A: Yes, you can portal an idea to fill the hole (or replace the "break" in the chain with a foot unit). That portaled unit won't be able to move, but all the other units that are now part of the foot chain will be able to do their Foot Onslaught. ;-). The unit portaled does not need to be ordered by the Foot Onslaught (and couldn't, for that matter, as it's already ordered by the Portal). So your full orders are available for the units that are able to move.
