First off, please accept my apologies for replying to this thread after more than a year! I hope you are still interested in working on this, because it sounds like you have a great project in mind. Using historical maps from your ACW books to design new scenarios is an excellent idea.
To answer your question, the absolute best way to create and share your scenarios is by using the Vassal game module. Here is how it helps the process:
- Visual Design: You can build and visualize the map directly on your screen as you compose it.
- Easy Playtesting: Once you finish creating the scenario in Vassal, it generates a save file (.vsav). This file is incredibly easy to share with other users here on the forum so they can help you playtest it.
- Website Integration: I can use that exact same .vsav file to create a dedicated, formatted page for your scenario on the main website.
