Poor Persian Leadership: The 3 Persian Leaders only convert leader symbol results into hits for units to which they are attached--not adjacent units. A Leadership card will only order the units to which the leader is attached, not adjacent units. However, a leader will still boost morale of the unit to which he is attached, so it may ignore 1 flag.
