What if exes baseline on the Roman side are occupied and the Carthaginian player cannot enter on the board with three units in adiacent exes?

Hi and welcome to the forum

I think if the hexes are occupied you cannot move on as moving on is the first hex of movement

Hi Dave and thanks for the reply.
I try to be more detailed on my question.
Example: the Romans occupied four of the five exes in the right flank (Chartaginian left flank). Can the Chartaginian play a leadership command card and move only one unit on the Roman baseline (example enter MC and move three exes)?
And then, the next turn, can the Chartaginian play another leadership command card and move another unit (example the warriors)on the Roman baseline in the same exe?
Or rather can the Chartaginian play a leadership command card and move the MC three exes, and then, in the same turn, move one warrior unit two exes, and finally enter the second warrior unit?

I think all moving on has to be done with the 1 leadership card

of the situations you describe I think the following is correct
move the MC three exes, and then, in the same turn, move one warrior unit two exes, and finally enter the second warrior unit
